Is there a PUT implementation to submit commands via REST API ?

If so, is there a more updated documentation than https://wiki.icinga.org/display/Dev/Icinga-Web+REST+API ?

If not is it planned ? Can I help ?

Icinga 2 itself does not offer a REST API. I guess you're looking for Icinga Web 2 then?
