Similar to what we do now with prepare-dirs. This would solve missing directories at runtime (e.g. Docker container where prepare-dirs hasn't been called with systemd).

The base structure must be created with root privileges before dropping them.

• RunDir, LocalStateDir

Later on, each feature must ensure to create the directories with the proper permissions (as icinga user).
