Currently Icinga 2 presents a OK state after returning from a soft non-ok state as SOFT.

This is incorrect and caused trouble with other parts of status evaluation, flapping as an example.

We need to be really careful with this fix:

I think the removal of SOFT-OK will cause recovery notifications, and might cause other problems.
