Hi!

There is a problem Icinga Web 1 with the character encoding of german Umlauts in comments for downtimes. These are not displayed correctly.

• only Icinga Web is affected, not the Classic interface
• Charset is okay in DB, Apache and client
  -> Bug in Web

1.9.x is EOL. Can you reproduce the issue with 1.13.x?
