When scheduling a downtime, there is the start_time and end_time input fields. As soon as I click into one of these fields, the time is being reset to 00:00:00. Using Classic UI 1.10.1 This was working in a previous version (known to be working in 1.9.3). Tested on Firefox 25 and IE 9.

Timepicker got updated to version 1.4.3. Time doesn't get reseted anymore.
