When the IcingaPrecacheFallback option is set the init script should fall back to a "known good" version of the config files in case there's a syntax or verification error in the current config files.

The IcingaPrecacheFallback option should be made configurable using /etc/default/icinga and /etc/sysconfig/icinga.
