[dev.icinga.com #12535] logrotate file is not properly generated when the logrotate binary resides in /usr/bin #4556

Since cmake relies on the output of /usr/sbin/logrotate to generate the right file, it fails on Gentoo since the binary was moved to /usr/bin: https://bugs.gentoo.org/show\_bug.cgi?id=588156
This may potentially affect other systems.

Detect logrotate not installed in /usr/sbin

Gentoo started installing the logrotate binary to bin, see
gentoo/gentoo@bc23def39c3c70c8ee0eae0f0d9ce77dfb4169d8
and https://bugs.gentoo.org/show_bug.cgi?id=588156
There might be other systems doing that, which makes it a good idea
to stop hardcoding the path.
