consider it for a config option - so users needing that can turn it on/off. the update_*_status isn't just affecting a neb module, but other things too.

icinga-web should get to know retained states too, otherwise some might get in pending state/outdated somehow. so allowing the update happen after restart will increase queries, but also data safety through the core.
