That's where it fits to, thats afair what has been decided. Admins very often touch permission and role membership, but they barely ever need to modify the related backends once configured correctly. The current menu structure is confusing leads them to the wrong page most of the times. We decided to have one single "Authentication" tab in the global application settings, listing user and group backends on a single page (similar to monitoring backends and command transports).
